Chicago began its community policing program in April, 1993. It has become the most successful big-city program in the United States. This presentation will address the following issues: What were the political, social and crime problems that led Chicago to adopt community policing? How were general ideas about "community policing" turned into a practical program? What are the main elements of community policing in Chicago today?
