La mise en image du "problème des banlieues", lémergence dune nouvelle spécialisation journalistique ?
Déclinaison
du " problème de limmigration " et de " lintégration ",
le " problème des banlieues " connaît un tel
succès médiatique que des journalistes " spécialisés "
ont aujourdhui fait leur apparition dans certaines rédactions.
Cette étude
sefforce de cerner les contours de cette " spécialisation
journalistique " naissante, en sappuyant sur des observations
menées dans une rédaction de télévision nationale
en 2003 et en 2006/2007, complétées par une vingtaine dentretiens
avec des professionnels.
Nous faisons
lhypothèse que la " spécialisation banlieue "
recouvre avant tout un ensemble de pratiques professionnelles qui visent à
assurer lorganisation de tournages sur des terrains où les conditions
de travail sont jugées " difficiles ", soit que les
journalistes sont parfois victimes de violences de la part des habitants (insultes
et agressions à légard de journalites rendus responsables
de la stigmatisation des " banlieues ", vols et destruction
du matériel des équipes
), soit que les journalistes doivent
réussir à filmer des phénomènes par essence cachés
(trafic,
).
En guise
de retribution, la " spécialisation banlieue " offre
à des journalistes " généralistes "
de valoriser leur travail en mobilisant les références au journalisme
dinvestigation. Cette " spécialisation " semble
également servir de porte dentrée dans le métier
pour de nouvelles catégories dagents, recrutés spécifiquement
parce quils ont grandi " en banlieue ". La chaine
a ainsi recruté des personnes parfois sans qualification, chargées
de trouver les témoignages les plus difficiles (dealers,
). Plus
récemment, la chaine a passé des accords avec les écoles
de journalisme pour recruter des apprentis journalistes " originaires "
des " banlieues ".
Screening the banlieue problem: the emergence of a new specialisation in journalism?
Emerging
from immigration and integration issues, the banlieue problem has
been such a media success that journalists specialised in the subject can now
be found in newsrooms.
Based on observations witnessed in a national TV newsroom in 2003 and in 2006-2007
and on a collection of approximately twenty interviews with professional journalists,
the following research seeks to identify the scope of this new specialisation.
The research explores the hypothesis that the "banlieue specialisation"
requires a range of journalists skills and ability to find the right connections
in order to organize TV shootings in suburbs where news reporting is often very
difficult due to a range of issues such as resident hostility (insults and attacks
against journalists in protest against media discrimination as well as theft
and destruction of journalists equipment). On top of that, journalists
mainly seek in the suburbs covert practices (drugs trafficing etc) that are
by itself very challenging to deal with.
In return by specialising in the "banlieue issue", general journalists
add credibility to their work by referring to the standards of investigative
journalism. This specialisation also appears to be an opening into the journalist
profession for a new type of candidate; one that is employed specifically because
he has grown up in the "banlieue". The television station in question
had employed applicants, sometimes having no journalistic qualifications, and
assigned them to seek some of the most difficult testimonies to get i.e those
of a drug dealer. Most recently, the television station set a training plan
with schools of journalism in order to specifically recruit apprentice journalists
with a "banlieue" background.

L"immigré" ou la sagesse du nombre. Logiques daction à luvre dans la construction dune catégorie statistique
Cette communication se propose de revenir sur lofficialisation, au début des années 1990, de la catégorie statistique d" immigré ". À linstar dautres faits sociaux, la transformation de lorigine nationale (voire ethnique) dune partie de la population résidant en France en problème public a supposé un travail symbolique de mise en forme cognitive, comprenant notamment la constitution dune nouvelle catégorie statistique. Prenant appui sur un corpus empirique mêlant entretiens semi-directifs, archives publiques privées, rapports publics et articles de presse, lobjectif poursuivi ici est de restituer lhistoire des logiques daction à luvre dans cette construction socio-administrative. Certes, cette étude permet tout dabord dattirer lattention sur le fait que cest notamment la politisation de la question du " nombre et du coût réels " des " immigrés " par le Front national qui conduisit le Premier ministre, Michel Rocard à confier en mars 1990 au Haut Conseil à lintégration (HCI) la mission de " clarifier " les statistiques en matière dimmigration. Elle met surtout en lumière non seulement la manière dont les positions et les dispositions sociales de certains de ses membres ont permis au HCI dimposer aux administrations productrices ou utilisatrices de statistiques les préconisations faites par la démographe Michèle Tribalat en la matière (cest-à-dire ladoption de la catégorie " immigré " et la modification de la logique de quantification et de présentation des flux), mais aussi le fait que, derrière ces enjeux en apparence cognitifs, se joue une lutte de pouvoir au sein de lÉtat (principalement entre le HCI et la Direction de la population et des migrations) pour le monopole du capital symbolique en matière dimmigration.
The social construction of a statistical category: the immigré in France
This paper aims at revisiting the way by which the term "immigré" has became an official statistic category in the early nineties in France. The change of the national (indeed even ethnic) origin of one part of the population into a social problem needed a symbolic work that had mainly consisted in the construction of a new statistic category. Based on interviews, private records, public informs and press articles, we will try to relate the history of social logics that led to that construction. Firstly, the study underlines the role played by political context: immigration statistics were set on the agenda because of the politicization of this question by the National Front. Above all, this paper highlights on the one hand the role played by social capital of some HCI members (Haut Conseil à lintégration) to impose the proposals of the demographer Michèle Tribalat (regarding the category of "immigré" and the presentation of immigration flows), and shows on the other hand that these cognitive aspects hid a power struggle within the State for having the monopoly of a symbolic capital in matter of immigration.

La construction de la mémoire et de la reconnaissance comme nouvelles catégories danalyse de la question de l'immigration. Le cas de la Cité nationale de lhistoire de limmigration (CNHI)
La
CNHI qui ouvrira ses portes en juin 2007 sera un centre polyvalent centré
sur un musée dhistoire. Elle est présentée comme
un lieu de reconnaissance et de diffusion de savoirs sur la contribution des
populations issues de limmigration à la société française.
Ce sont des acteurs extérieurs à la sphère politique qui
ont en eu linitiative. Mais il sagit aujourdhui dun
projet dÉtat.
Ce qui a
rendu possible lémergence de cette approche de limmigration,
cest tout dabord la possibilité de porter un nouveau regard
sur lhistoire nationale. Dune part, depuis le début des années
1980, les interrogations sur le ciment de la cohésion se sont multipliées
jusquà reformuler la question sociale en termes identitaires et
culturels. Dautre part, la patrimonialisation et les commémorations
se sont généralisées. Cette crise du roman national et
la fragmentation de la mémoire collective ont rendu possible une réinterprétation
du passé.
Cela permet
de comprendre comment des formulations du type " Ils ont fait la France "
ou " Leur histoire est notre histoire " ont pu devenir les
leitmotivs de la CNHI. Les milieux universitaire et associatif avaient, bien
avant la naissance de la CNHI, forgé cette notion de contribution de
limmigration au fait national. Une communauté savante centrée
sur létude de limmigration avait vu le jour dès les
années 1980, années marquées par ailleurs par leffervescence
associative des immigrés. Or dès 1992 le FAS définissait
la mémoire comme principal axe de lutte contre les discriminations, ce
qui a contribué à publiciser ces associations. Ainsi était
banalisée lidée dune reconnaissance nécessaire
de lhistoire et de la mémoire de limmigration.
Pourtant,
si certains de ces acteurs pionniers ont intégré léquipe
de la CNHI ou collaborent plus ou moins à la définition de son
programme, ils ny participent pas en tant quacteurs à part
entière. La CNHI ne constitue pas un forum hybride au sein duquel savants
et profanes définiraient ensemble un bien commun. Ils peuvent être
réticents à lhybridation de leur milieu respectif. Les regards
historiens et associatifs sont précieux à la CNHI dans la mesure
où ils fournissent une expertise et un ensemble de ressources symboliques
et matérielles. Mais parce quil sagit maintenant dun
projet dÉtat, il y a une difficulté à intégrer
des acteurs qui ne sont pas uniquement mus par une rationalité politique.
La CNHI est le lieu dune définition parfois conflictuelle en tout
cas laborieuse de la question de limmigration.
The construction of memory and recognition as new devices to analyse the issue of immigration. The case of the National Centre of the History of Immigration (NCHI)
The
NCHI, which will open in June 2007, will be a multi-purpose centre essentially
based on a History museum. It is presented as a place that recognizes and spreads
knowledge of the contribution of immigration to the French society. Although
the initiative was taken by outsiders from the political scene, it is now a
State project.
The possibility of having a new way of looking at national history enabled this
new approach to immigration. Since the beginning of the 1980s there has been
so much questioning about what maintains the French national cohesion that one
now considers social issues from an identity and cultural point of view. Also,
national heritage and commemorations have been broadening up. This crisis of
national history and the fragmentation of the collective memory have made it
possible to re-interpret the past.
This is how phrases like they made France or their history
is our history have become leitmotifs for the NCHI. Academics and people
from associative backgrounds had already come up with this concept of immigration
contributing to the building of the nation a while before the creation of the
NCHI. An academic society focussing on the study of immigration appeared in
the 1980s, a time when immigrants were very keen on founding associations.
In 1992 the FAS defined memory as the best tool to fight discriminations, which
was great publicity for all these associations. The idea of a necessary recognition
of the history and the memory of immigration then became very broaden.
However even if some of these pioneers have joined the NCHI or at least contributed
to the development of its programme, they are not fully involved. The NCHI doesnt
stand as a hybrid forum where experts and laymen in the field would define together
a common policy. They can get a bit suspicious of each others background.
Both the associative and expert points of view are yet very precious to the
NCHI as they provide it with an expertise as well as a wide range of symbolical
and material resources.
Now because it has become a State project its been proving difficult to
integrate individuals who are not driven by any political rationality. The NCHI
is a place where one defines the question of immigration in a sometimes conflicting
and certainly laborious way.

Organiser limmigration. Sociogenèse dune politique publique (1910-1932)
Né
au début du siècle au sein de la nébuleuse réformatrice
et de ses réseaux, le projet dorganiser limmigration entend
réguler les flux migratoires en fonction dun double impératif :
la protection légale des travailleurs et la production/reproduction nationales.
La construction de ce projet résulte dun processus dintégration
des différents points de vue des agents qui participent des réseaux
réformateurs. Concourent à la construction de ce projet des agents
multipositionnés dans les laboratoires de la réforme et interdépendants :
employeurs, administrateurs, politiques et syndicalistes réformateurs,
et universitaires spécialisés en économie politique.
La centralisation
des pouvoirs pendant la première guerre mondiale et lintégration
des réformateurs au sein de ladministration rend possible lexpérimentation
dune telle politique. Se forment alors les cadres légaux et institutionnels
dune régulation étatique de limmigration, en même
temps que les conditions de possibilité dun consensus social autour
de ce projet.
Ces cadres
institutionnels et légaux continuent après guerre à réguler
les effets de limmigration sur le marché du travail. Mais cette
régulation étatique se heurte au rôle prépondérant
des employeurs dans limpulsion des courants migratoires et dans la gestion
effective du processus dimportation et de répartition de la main-duvre.
Dans ce nouveau partage des compétences qui sopère entre
initiative publique et privée, se positionnent les universitaires appelés
préalablement à concourir à la construction de ce projet
et pratiquement investis dans les institutions de régulation de limmigration
pendant la guerre. Ces derniers sarrogent ainsi un monopole sur les données
de lexpertise légitime, contribuant à la diffusion et à
la légitimation des cadres de pensée, préalablement construits
et négociés, relatifs à limmigration.
Organizing the immigration. Sociogenesis of a public policy (1910-1932)
Born
at the beginning of the century within the reforming nebula and within its networks,
the project to organize the immigration intends to regulate the migratory streams
according to a double imperative: the legal protection of the workers and the
national production/reproduction. This project construction results from an
integration process of the various points of view of the agents that participate
in reforming networks. Multipositionned agents in the interdependent laboratories
of the reform contribute to the construction of this project: employers, administrators,
politics and reforming union activists, and academics specialized in political
economy.
The centralization of the powers during the First World War and the integration
of the reformers within the administration make possible the experiment of such
a policy. The legal and institutional executives of a state regulation of immigration
are then formed at the same time as the possibility conditions of a social consensus
around this project.
These institutional and legal executives continue after war to regulate the
effects of the immigration on the labour market. But this state regulation collides
with the dominating role of the employers in the impulse of the migratory currents
and in the actual management of the process of import and distribution of the
workforce. In this new sharing of the skills that takes place between public
and private initiative, the academics, called to contribute to this project
construction and practically invested in the institutions of immigration regulation
during the war, positioned. These last ones so assume a monopoly on the legitimate
expertise data, contributing to the diffusion and to the legitimation of the
immigration thought frames beforehand built and negotiated.

La construction du problème de lémigration. Lélite étatique portugaise et lémigration portugaise vers la France de 1957 à 1974
Si
les mouvements migratoires transnationaux sont construits comme des problèmes
par les États dimmigration, il en est de même, dans beaucoup
de cas, pour les États démigration. Les États-nations,
fondés sur la territorialisation du pouvoir et la sédentarisation
dune population sur un territoire donné, ont non seulement craint
les mouvements de population mais aussi les départs hors des frontières.
Ces expatriations étaient le plus souvent considérées comme
des trahisons, des résistances au pouvoir étatique et, sous linfluence
du mercantilisme, comme des pertes économiques. Certes, lémergence
de la pensée malthusienne au cours du XIXe siècle et la consolidation
de la démocratie qui reconnut progressivement le droit à lémigration
(mais pas le droit à limmigration) modifièrent la perception
que les États avaient des départs de leurs ressortissants. Mais
de nombreux pays, dont le Portugal, conservèrent au long du XXe siècle
des préventions vis-à-vis de lémigration de leur
population.
Les départs
des Portugais vers la France furent construits comme un problème par
les agents étatiques et plus précisément par lélite
politique et administrative de la dictature salazariste. Issue dun milieu
social restreint et clos, formée en droit, lélite étatique
jugeait ce mouvement migratoire nocif et nuisible pour lintérêt
général tel quelle le définissait. Cette perception
découlait des origines sociales de ces agents, de la culture politique
nationaliste, traditionaliste et anti-démocratique de lEstado Novo,
dune vision mercantiliste de léconomie et de lintervention
de lÉtat mais aussi de la pression exercée par les notables
agricoles et les petits employeurs industriels dont les profits et le prestige
dépendaient de lexistence dexcédents de main-duvre.
Cette construction du problème de lémigration vers la France,
débouchant sur une législation et une réglementation tentant
de restreindre les sorties légales et illégales du pays, induisait
linvisibilisation dautres facteurs : la misère dans
laquelle vivait une large partie de la population, les fortes inégalités
sociales et le manque de travail.
À
partir de létude des archives de ladministration portugaise,
nous décrivons comment les principaux acteurs de la politique publique
démigration politique publique aux contours flous et articulée
avec dautres politiques publiques ont transformé un phénomène
social en problème, problème exigeant lintervention correctrice
de la puissance publique. Cette construction sinscrivait toutefois dans
le cadre des luttes entre différentes fractions de lélite
politique et administrative portugaise autour de la modernisation économique
et sociale du Portugal. Lémigration portugaise vers la France,
découlant et alimentant le développement économique, constituait
alors un enjeu fondamental de ces luttes. Des visions antagonistes saffrontèrent
pour définir la politique démigration et sa gestion et limposer
au reste de la population. Nous analysons également les stratégies
mises en place par les agents prônant la modernisation du pays pour sapproprier
une politique publique contrôlée par les hérauts de la conservation
dun Portugal immobile et stable dominé par lactivité
agricole.
The construction of the emigrations problem. The Portuguese political and administrative elite and the Portuguese emigration to France between 1957 and 1974
Transnational
migratory movements are constructed as problems by the states of immigration,
as well as they are, in many cases, by the states of emigration. The Nation-States,
founded on the territorialization of the power and the sedentarization of a
population on a territory, not only fear the movements of population but they
also fear the departures out of the borders. These expatriations were generally
considered as treasons, resistances to the official power and, under the influence
of the mercantilists values, as economic losses. The emergence of the Malthusian
thought during the 19th century and the consolidation of the democracy, which
gradually recognized the right of emigration (but not the right of immigration),
modified the perception that the States had of the departures of their nationals.
But many countries, such as Portugal, prohibited, in the 20th century, the emigration
of their population.
Political and administrative elite of the salazarist dictatorship constructed
the departures of the Portuguese to France as a problem. Coming from a restricted
and closed social class, formed in Law, the elite considered this migratory
movement harmful towards the general interest as it was defined by the regime
itself. This perception rose from the social origins of the regimes agents,
but also from the nationalist, traditionalist and non-democratic political culture
of the Estado Novo. It also comes from a mercantilist vision of the economy
and the intervention of the State and from the pressure exerted by the landowners
and the small industrial employers whose profits and prestige depended on the
existence of surpluses of workers. This construction of the problem of the emigration
to France, leading to a legislation and a regulation trying to restrict the
legal and illegal exits of the country, induced the invisibilisation of other
factors: the misery in which a broad part of the population lived, the strong
social inequalities and the lack of work.
We describe how the principal actors of the public policy of emigration
public policy with undefined borders and articulated with other public policies
had transformed a social phenomenon into a problem, a problem requiring
the correcting intervention of the State. However, this construction took place
within the struggle between various fractions of the political and administrative
elite Portuguese around the economic and social modernization of Portugal. The
Portuguese emigration towards France, rising and feeding the economic development,
then constituted a fundamental piece of that struggle. Antagonistic visions
clashed to define the policy of emigration and its management and to impose
it on the remainder population. We also analyze the strategies used by the agents
defending the modernization of the country in order to adapt a public policy
controlled by conservative agents.
