Sadapter au changement : le cas du Parti socialiste français étudié à partir de la notion de configuration partisane
De
lopposition au pouvoir, le PS sest heurté, adapté
puis conformé à lexercice des responsabilités. Inévitablement,
dun septennat mitterrandien à lautre, lorganisation
partisane socialiste sest profondément renouvelée. R. S.
Katz et P. Mair proposent danalyser notamment les évolutions des
partis de gouvernement, à partir de leur modèle du parti cartel.
Le PS devenu parti de gouvernement, vivant largement par lEtat, la tentation
de le comparer au modèle est grande.
Ce modèle
permet-il pourtant dapprécier le changement organisationnel du
PS ? Devenu un parti de gouvernement, ce parti provoque tout autant quil
subit le changement. Pour saisir ce double mouvement il semble nécessaire
de dépasser une approche organisationnelle stricte pour mieux saisir
comment et sur quelles bases se structure le jeu partisan et ses conséquences
organisationnelles. Inspirée du concept de configuration de N. Elias,
la notion de configuration partisane permet denvisager léquilibre
partisan tel quil sélabore entre les différentes instances
du parti et dont la dimension organisationnelle nest quun des aspects.
Parti cartel, parti en voie de cartellisation ? La notion de configuration
partisane permet dy répondre en tenant compte des spécificités
qui structurent lorganisation socialiste. Entre " retour au
parti ", professionnalisation subie et présidentialisation
accrue, le second septennat de F. Mitterrand constitue une période riche
en bouleversements pour un PS dont les réagencement organisationnels
seuls ne permettent pas de saisir le sens. Appréhender ici cette période
mouvementée de lhistoire du PS, cest envisager une période
durant laquelle lorganisation devient tout autant un enjeu quun
outil à repenser. Comme lexemplifie donc la période 88-95,
le changement nest pas quune variable, cest également
un processus quon lappelle cartellisation qui sera
mis en évidence à partir de la notion de configuration partisane.
Adapting to change : The French socialist Party studied from the notion of Party Configuration
From
opposition to power, the French socialist wing, adapted then conformed to the
responsibilities. Inevitably, from one mitterrandian septennat to the other,
the PS organization was deeply renewed. R. S. Katz and P. Mair analyze the evolutions
of party government starting from their cartel party model. As PS became a party
government, getting many state subventions, temptation to compare it with this
model is strong.
Does this model really allow us to appreciate the PS organizational change?
Once it became a Party of government, the PS makes provocations as much as it
undergoes the change. Understanding this double movement suppose to exceed a
strictly organizational approach. In this way, it will be possible to seize
how, and from which basis, political game is structured, and what are its organizational
consequences. Inspired by the N. Elias configurations concept, the party
configurations notion allow us to consider party equilibrium as an equilibrium
built inside different faces of party. Organizational dimension is, in this
way, only one of the aspect of this equilibrium. The French socialist party:
cartel party, party in cartelization progress? The answer can be given by the
party configuration notion, including the specificities of its organization.
Between " back to the party ", professionalization undergone
and increasing presidentialization, Mitterrand second septennat represents a
period rich in upheaval whom PS organizational fittings only are unable to explain
the meaning. To consider this animated period of PS history suppose to consider
a period during which party organization became a stake as a tool to re-think.
Represented by this 1998-1995 period, change is more than a variable: it is
a process let us call it cartelization which will be identified
by the party configuration concept.

Une transition partisane : le Parti travailliste britannique (1979-2006)
Créé
au début du siècle pour incarner les intérêts ouvriers,
le Parti travailliste britannique a développé une conscience de
classe qui a laissé une trace extrêmement prégnante sur
son organisation, sa culture politique, et sa doctrine. Mais cette conception
incarnative du partisan sest heurté à partir des années
70 au déclin démographique et culturelle de la classe ouvrière.
Sen est suivi une crise électorale et une crise didentité
marquées par un dilemme politique lancinant : comment élargir
son audience électorale sans trahir son histoire, son identité
et sa mission ?
Cette communication
proposera de dépasser et ré-interroger lhistoire récente
du Labour Party en dégageant une matrice transitionnelle à partir
des dynamiques organisationnelles et électorales. La centralité
croissante du défi électoral a en effet conduit le leadership
à transformer en profondeur une organisation partisane longtemps garante
de lidentité de classe du parti pour la tourner vers la mobilisation
de lélectorat et louverture à de nouvelles classes
sociales, passant ainsi du modèle de parti de classe au paradigme électoral
professionnel culminant sous le leadership de Tony Blair depuis 1994.
Cette transition
nest pas pour autant le fruit dun enchaînement causal qui
avec le recul apparaît inéluctable. Il faut postuler au contraire
que les partis ne sont pas des simples boîtes noires dotées dune
personnalité et dun logique autonomes, que lhistoire du parti
travailliste nétait pas écrite dès le départ
et quelle a répondu à des interactions multiples et permanentes,
souvent contradictoires, à des conflits, des stratégies individuelles
et collectives, des événements extérieurs et parfois même
au hasard. Car, pour reprendre un adage nietzschéen : " quand
on croit à "cause" et à "effet", on oublie
lessentiel : ce qui se passe ".
The British Labour Party Transition
The
British Labour party, which was created to embody the workers interests,
has developed a class consciousness which strongly influenced its organization,
its political culture and its ideology. But from the late 70s, this sense
of incarnation has been challenged by the demographic and cultural decline of
the working class. Then began an electoral and identity crisis which were caused
by a political dilemma: how to broaden its electoral audience without betraying
its history, its identity and its mission?
This paper proposes to go beyond the recent history of the Labour Party and
to re-examine it by bringing out a transitional matrix based on organisational
and electoral dynamics. The electoral challenge has driven the leadership to
deeply transform the party organization which had always been the symbol of
the partys class identity in order to focus on new social classes electoral
mobilization. Thus, the class party model has been replaced by the electoral
professional paradigm.

Le Parti communiste français et ses changements : comment subvertir une forme ancienne ?
Les transformations organisationnelle et partisane du PC français constituent un terrain propice au réexamen des théories et modèles du changement partisan (Lavau 1969, Panebianco 1988, Katz et Mair 1993, Kool 1996). Il sagit en effet dun cas emblématique de la confrontation entre, dune part, un projet organisationnel volontariste, et des pressions liées à des processus de changement plus ou moins rapides dautre part. Il constitue en quelque sorte un laboratoire à travers lequel le chercheur peut observer in vivo le devenir dune organisation partisane, porteuse dun projet radical, et qui se retrouve confrontée, sur une longue période (depuis 1975) à une diversité de chocs de natures diverses. Ceux-ci sont le résultat du jeu de forces externes, telles que les évolutions sociétales, la concurrence partisane, la régulation et la dérégulation du système politique Ils sont également la conséquence de rapports de forces internes, telles que les initiatives prises par les dirigeants ou les militants. Le schéma de rationalisation que nous présentons dans cette communication peut offrir une aide efficace à la compréhension de la façon dont les communistes français ont initié, géré, et surtout vécu, ressenti, exprimé les changements de leur parti depuis 1975. En fait, la crise du parti communiste français est une des formes de la crise des forces qui proposent de transformer la société. Elle traduit linadaptation de ce type de partis à la situation nouvelle de ce début du 21e siècle. Et le problème que posent ainsi les communistes eux-mêmes est celui dune transformation du Parti qui soit à la mesure des transformations quappelle la crise de ces partis. Cest là que réside tout lenjeu du choix dune méthode et de sources capables d " utiliser " le PCF comme révélateur du changement.
The French communist Party and its changes : how Do We Subvert An Outdated Structure ?
The organizational transformations of the PCF are fertile ground for a re-examination of theories and models of partisan change (Lavau 1969, Panebianco 1988, Katz et Mair 1993, Kool 1996). Indeed, they epitomize the confrontation between, on the one hand, a voluntarist organizational project and, on the other hand, pressures linked to the process of more or less rapid change. In some ways, this constitutes a laboratory in which the researcher may observe in vivo a partisan organization coming into being, espousing a radical vision of society, and confronted, over a long period (since 1975), with a variety of shocks. These result from external forces at play, such as social evolutions, partisan competition, regulation and deregulation of the political system, etc. They are also the consequence of relations between internal forces, such as initiatives taken by party leaders or activists. The rationalization model that we present in this document may offer effective assistance in understanding how French communists have initiated, managed, experienced, and expressed their partys changes since 1975. In fact, the PCF crisis is typical of the crises confronting forces that propose social transformations. This shows this type of party as ill-suited to the new situation at the start of the twenty-first century. Therefore, the communistsproblem is how to sufficiently transform the party in order to solve the crises such political parties usually face. This reflects the issues at stake in the choice of a method and sources able to "use" the PCF as an indicator of change.

Nouvelles procédures participatives et changements dans lorganisation partisane. Le cas de lUMP
Des changements semblent affecter les organisations partisanes. On a pu souligner leur déclin quantitatif, ou qualitatif affaiblissement des allégeances, discontinuité de lengagement. Dans la perspective du parti-cartel, la dépendance accrue à légard de lEtat, au détriment des militants, saccompagne de procédure de légitimation électorale directe par les adhérents. On sinterroge sur le sens et les modalités de ces changements au sein de lUMP. Lévolution des pratiques partisanes (contestation, défection), entraîne t-elle un processus dajustement générant de nouvelles normes ? Inversement, les procédures partisanes réorientent-elles la fonction socialisante des règles organisationnelles du parti ? La particularité de lUMP, est son caractère récent, après lacte inaugural du congrès de 2002, dans une conjoncture critique - crise de la représentation, défiance à légard des partis, 21 avril. Cette rupture ouvre la voie à de nouvelles opportunités de leadership, et une stratégie de renouvellement du militantisme. Pourtant, dès 1998 les assises du RPR annonçaient un mode de légitimation directe consacrée par la nouvelle UMP. En outre ce parti a connu une phase dincertitude révélée par la question des mouvements (courants), les modalités de sélection des leaders, les dysfonctionnements liés au vote électroniques. Le discours sur le changement, impératif promu par les dirigeants mettant laccent sur les nouvelles technologies du militantisme, sapparente à un processus de démarcation par rapport à une ancienne conception de lorganisation, et une surenchère distinctive par rapport au PS. Les procédures nouvelles nont cependant pas le même statut ou degrés dinstitutionnalisation. Les instruments communicationnels relevant de la démocratie du public sont imparfaitement codifiés ou intériorisés par les adhérents ; les instruments règlementaires (statuts) demeurent des référentiels marginaux. Les instruments incitatifs de mobilisations électorales ont un rendement relatif. Ainsi, selon un sentier de dépendance, une logique incrémentale, les instruments " nouveaux " de modernisation sajoutent aux normes et pratiques pérennes, voire confortent une tradition de contrôle pyramidal et de personnalisation du rapport au politique.
New participative procedures and changes in party organization. The UMP
Changes seem to affect party organization. One could emphasize their quantitative, or qualitative decline - weakening loyalty, discontinuity of activism. From the viewpoint of the cartel party, the increasing dependence with the State, with the detriment of the activists, is accompanied by procedures of direct electoral legitimation by the members. This survey examines the meaning and the modalities of these changes within UMP. Does the evolution of party practices (contestation, defection), involve a process of adjustment generating new rules? Conversely, do the party procedures reorientate the socializing function of the organisational rules of the party? The characteristic of the UMP, is that it is a new party, after the inaugural act of the congress of 2002, in a critical juncture situation - crisis of representation, distrust with regard to the parties, "April 21". This rupture opens the way to new opportunities for leadership, and a strategy of renewal of the activism. However, since 1998 the congress of RPR announced a type of direct legitimation confirmed by the new UMP. Moreover this party knew a phase of hesitation revealed by the question of the "mouvements" (faction), the mode of selection of the leaders, the dysfunctions related to the electronic ballot. The discourse on the change, as an imperative promoted by the leaders insisting on new technologies of the activism, appears to be a process of demarcation from an old pattern of organization, and a distinctive concurrence with the PS.Hhowever The new procedures do not have the same feature or degrees of institutionalization. The communicational instruments concerned with the "démocratie du public" are imperfectly codified or interiorized by the members. Tthe statutory instruments remain marginal frames of references. The inciting instruments of electoral mobilizations have a limited output. Hence, in accordance with an incremental logic, a path dependance, the "new" instruments of modernization are added to the norms and durable practices, and even reinforce a tradition of pyramidal control and personalization of the relations to the politics.
