International Relations and Transnational Friendship : some paradoxes and reflections
When
philosophers approach a topic, X, they traditionally pose two questions: "What
is X?", and "Why is X there in the first place?" Further questions
were added later: "What can we know about X?", "How should we
deal with X?" More recently, two more questions have arisen: "What
do we mean when we say "X"?" and "Who is making truth-claims
about "X"?" Applying these questions to the topic of this conference
yields questions about each of the concepts, but also about the link between
them.
My first thesis is that academic workshops cannot be international: the academic
community is transnational, not inter-national. Participants come from a particular
country without representing it: what they represent are interests and competences
that cross borders by definition.
My second thesis: focusing on IR as an object of study becomes difficult once
one introduces the notion of friendship. Friendship is not limited by borders:
a border can make it difficult to maintain friendship, but it does not create
or annihilate it. Friendship complicates the logic of IR if the latter is understood
in terms of relations between closed "units" on an international scene.
And there is every reason to be suspicious when the term turns up in IR. Peoples
cannot be friends, only people can.
Third thesis. If we are living in a global society in which nation-state and
inter-national relations play a different role than they did before, could then
not part of the function of "IR discourse" (not of scholars, but of
governments and diplomats) be to "keep up appearances"? Governments
act as if they still rule the world, whereas it is capital, civil society, and
political organizations (including states) that do. Diplomacy and intergovernmental
relations are very real, but you have to ask which kind of reality they are.
Finally, an ethical reflection. If the above makes sense, then this problematizes
the very idea of an "ethic of the professional" if understood as "we
do our job according to the professional criteria of our discipline, but we
have to ask ourselves whether we do it rightly or wrongly, too". Why is
the ethical question a separate one that comes after other questions.
Lorsque
les philosophes sintéressent à un objet X, ils se posent
traditionnellement deux questions : " Quest ce que X ? "
et " Pour quelle raison X viendrait-il en premier ? "
Dautres questions sont apparues ensuite : " Que pouvons-nous
savoir de X ? ", " Comment pourrions-nous traiter de
X ? ". Plus récemment, deux autres questions ont émergé :
" Quest-ce que cela signifie quand nous disons X ? "
et " Qui établit des véritables preuves de X ? ".
Appliquer ce questionnement à cet atelier fait émerger des questions
sur chacun des concepts employés dans lappel à communications,
mais aussi sur les liens entre ces différents concepts. La première
thèse défendue ici est quune rencontre académique
ne peut pas être internationale. La communauté académique
est transnationale, pas internationale. Les participants viennent de différents
pays mais ne le représentent pas. Ce quils représentent
sont des intérêts et des compétences qui par définition
traversent les frontières. La deuxième thèse, cest
quanalyser les relations internationales devient difficile dès
lors quon sintéresse à lamitié. Lamitié
nest pas limitée par des frontières : celles-ci peuvent
rendre son maintien difficile, la créer ou lannihiler. Mais sitôt
que lon conçoit les relation sinternationales comme relations entre
des unités fermées sur une scène mondiale, lamitié
vient compliquer le raisonnement. Il y a même quelques raisons dêtre
circonspect. Les peuples ne peuvent être amis, les gens oui.
La troisième
thèse du papier, cest que si nous vivons dans une société
mondiale dans laquelle les Etats-Nations et les relations internationales jouent
un rôle différent de celui quils jouaient auparavant, est-ce
quune part de la fonction du discours gouvernemental sur les relations
internationales ne serait pas de préserver les apparences ?

Friendship and the State
In modernity friendship and politics have been theorised as antithetical if at all. In the discipline of International Relations this has been reflected by the dominant theorisations which have focused on relations within and between states, from a view of the state (inherited from Hobbes) as a self-enclosed sovereign entity which occupies a space in an anarchy of self-interested and competing powers. However, this is to ignore an older tradition which at least saw the possibility of theorising friendship with politics. This paper begins to sketch what should a re-appearance of friendship might entail at the very least it hopes to show that asking such a question is both meaningful and potentially useful. To think this question through would require us to refocus International Relations in such a way as to be able to account for the spaces which exist within and between our state-centric accounts of politics. In particular it is suggested that friendship has an important role to play in understanding the affinities which are needed for the foundation not only of states, but nations, religions, cultures, and other groupings. Friendship can also illuminate relations between states through the attendant notions of affinity, recognition, and shared values. Friendship, when coupled with our understanding of the state, allows us to see beyond the modern paradigm of individualism and sovereignty and to see other features of our politics which have previously been hidden from us and discounted by our discourse. Thus, it is suggested here that we do not need to accept the modern account of friendship as being based on a private and personal affection to stand for all varieties and all understandings of friendship, but that instead we develop a rigorous understanding of the varieties of friendship as a political term which would allow us to see beyond sovereign-states and to also be able to come to see polities and communities of value and thus alternative configurations of order. This paper is one move towards sketching such a construct. In this way friendship need not remain the preserve of the pre-Moderns (Aristotle), nor be usurped as an adjunct of sovereignty (Schmitt), but a concept with contemporary relevance which allows us to both theorise relations between and beyond states.
Les théories modernes ont rendu pour le moins antithétiques les notions de politique et damitié. Dans lanalyse des relations internationales, ceci est particulièrement observable dans les entreprises théoriques qui se sont focalisées sur les relations internes et externes à lEtat, à partir dune conception de lEtat héritée de Hobbes, comme entité souveraine fermée sur elle-même, qui occupe un espace dans une compétition anarchique de puissances mues par leur propre intérêt. Ceci revient à ignorer une tradition philosophique pré-moderne qui sest intéressée aux liens entre amitié et politique. Ce papier entend donner un aperçu de ce quune ré-émergence de la notion damitié pourrait recouvrir, et espère au moins montrer que se poser une telle question est à la fois utile et porteur de sens. Réfléchir à cette question requiert de reconsidérer lanalyse des relations internationales de manière à prendre en compte des espaces de réflexion qu transcendent nos visions stato-centrées. En particulier, la notion damitié peut nous permettre de comprendre les affinités qui sont nécessaires à la constitution des groupements politiques, les logiques de reconnaissance et les valeurs partagées. Ceci permet daller au-delà des paradigmes modernes de lindividualisme et de la souveraineté, et dexplorer les dimensions occultées par les discours dominants qui sy rattachent. Il ny a aucune raison daccepter a priori la conception moderne de lamitié comme une relation basée sur laffection privée et personnelle. Au contraire, nous développons une acception du terme qui ouvre à une nouvelle compréhension de la polity et des communautés de valeurs sur lesquelles se configurent des ordres. De cette façon, il ne sagit pas de chercher artificiellement à entretenir un héritage des pré-modernes comme Aristote, encore moins à usurper lamitié comme une adjonction de souveraineté (Schmitt), mais de chercher la pertinence dune notion qui permette de penser des relations à la fois entre les Etats, mais aussi au-delà des Etats.

Friendship among Nations? Steps Towards an Intimate Reframing of Inter-national Politics
This paper offers a reading of the inter-national as a space significantly shaped by relations of friendship, with the specific aim of enhancing our conceptual understanding of what friendship among nations might mean. The first part reviews how and why the theme has, so far, remained outside the analytical focus of IR theorists, both mainstream and poststructuralist. Questioning the understanding of autonomy as the primary goal of the state, the paper then presents a (broadly speaking) social constructivist argument assuming that states are primarily concerned with stabilizing their identity through sharing narratives about ideas of order with others. It does so by drawing on Aristotles notion of the friend as the significant Other providing cognitive and emotional assurance to the Self. Combining this with insights from Arendt, it is argued that friendship relations are particular and intimate, yet nevertheless political as they contain significant soft-power potentials. The final part of the paper illustrates the plausibility of this argument by looking at German-American security relations.
Le papier propose une lecture des relations internationales comme espace significativement configuré par des relations damitié. Il a pour but spécifique dévaluer ce que le concept damitié entre les Nations pourrait bien vouloir dire. La première partie propose une revue de littérature visant à expliquer pourquoi et comment le thème est resté à lécart des centres dintérêt des théoriciens des relations internationales, quils soient orthodoxes ou post-structuralistes. Le papier propose ensuite, à partir dun questionnement sur la recherche dautonomie des Etats, un argument constructiviste (au sens large du terme) selon lequel les Etats ont dabord pour souci de stabiliser leur identité sur la base de récits communs et de conceptions de lordre. Cest pourquoi la notion dami comme autre signifiant apporte émotionnellement et cognitivement lassurance de cette identité. Cest pourquoi, en suivant Arendt, on peut dire que les relations damitié sont particulières et intimes et constituent un important potentiel de soft-power. La partie finale du papier illustre cet argument en prêtant attention aux relations de sécurité germano-américaines.

Friendship as a Constitutive Element of International Order
This
paper addresses the problematic of international friendship as it emerges from
the body of international treaties (UK and USSR treaties in particular). On
the grounds of the textual evidence, it suggests that friendship should be emancipated
from the teleological perspective offered by the contemporary IR discourse.
Contrary to the understanding of friendship as an ideal type relationship within
liberal security communities and as an element of their identity,
the paper claims that friendship as a diplomatic concept plays a principally
instrumental role in the existing international order. It argues that friendship
enables interaction between diverse and often fundamentally distinct international
actors and presents it as a tool managing relations among actors under the condition
of international anarchy.
As an elaboration of the proposed instrumentality of friendship, we shall suggest
four theses on its role in international order. Firstly, we shall claim that
friendship is referred to when there is some political crisis or a substantial
transformation of order. Parties use friendship to (re)establish relations with
new agents (or with each other) and thereby configure some political order.
Secondly, friendship treaties play a crucial role in the international constitution
of sovereignty. Not only these treaties contain important general clauses on
recognition of sovereignty, they also provide for the performance of specific
functions that are constitutive of it (e.g. establishment of borders, control
over territory and resources, etc.). Thirdly, friendship has a largely contractual
nature. Friendship treaties frequently postulate precise conditions of friendship,
mutual benefit of the parties and their reciprocal legal obligations in various
spheres. Fourthly, friendship serves to maintain state security. In fact, friendship
compacts sought above all to fix alignment strategies of the parties and assure
their mutual security.
Ce
papier sappuie sur une problématique de lamitié internationale
telle quelle émerge dun corpus de traités internationaux
anglais et soviétiques. A partir de lanalyse de ces textes, le
papier suggère que lamitié devrait être émancipée
de la perspective téléologique dominante dans les dsicours contemporains
sur les relations internationales. Contrairement à lidée
que lamitié pourrait être un type idéal de relation
à lintérieur dune communauté de sécurité
libérale, il sagit ici de monter que lamitié joue
principalement un rôle instrumental dans les relations existantes. Dans
lanarchie internationale, lamitié permet en effet de mettre
en uvre des relations assurant linteraction entre différents
acteurs souvent très distincts.
Quatre arguments
seront développés. Premièrement, la référence
à lamitié apparaît en situation de crise ou de transformation
dun ordre. Les parties utilisent lamitié pour établir
ou rétablir des relations. Deuxièmement, les traités damitié
jouent un rôle crucial dans la constitution internationale de la souveraineté.
Non seulement ces traités contiennent dimportantes clauses générales
de reconnaissance de souveraineté, mais ils assurent aussi la mise en
uvre efficace de fonctions qui en sont constitutives (établissement
des frontières, contrôle du territoire et des ressources, etc.).
Troisièmement, lamitié a une nature largement contractuelle.
Quatrièmement, lamitié sert à maintenir la sécurité
de lEtat. En fait, lamitié condense les différentes
propriétés qui permettent de fixer les stratégies des parties
et dassurer leur sécurité mutuelle.

A Global Principle of Fraternity?
As
if re-conceiving the essentials of the modern nation state in terms of a civic
friendship were not difficult enough, when it comes time to rethinking the international
system in the language of global friendship the task appears near impossible.
The sphere of international relations continues to be conceived primarily in
terms of a neo-realist, Hobbesian state of nature. Even in the best of times,
we are left with a global arms race and the dangerous international balancing
of power.
Cracks are beginning
to appear in this centuries old dominant picture, however, as the recent resurgence
of neo-Kantianism and the new discourse on "global justice" bears
witness. My paper focuses on more specifically on debates surrounding the proposals
(mainly by Beitz and Pogge, but rejected by Rawls himself) for a global "difference
principle." Both sides of this promising new discourse nonetheless continue
to reject the language of friendship in international affairs -- nor does either
side appear particularly aware of the vast quantities of alternative forms of
(what I call) friendship labor performed by women globally (feeding the young
and hungry, caring for the poor, the weak, the old, etc.). It is as if the world-wide
womens movement into political power has passed such theorists by.
In the proposed
paper I therefore reject the dominant neo-realist picture of the functioning
of international relations like many neo-Kantians, but I argue from a new direction;
the model of state action (despite claims of being objective and non-normative,
etc.) is not only unnecessarily pessimistic. More to the point, the dominant
state conception can be shown to presuppose at its foundations "male"
activities conceived either as military action or rational calculator on the
market. In either case the vast quantity as well as quality of the friendship
and caretaking activities traditionally performed primarily (but by no means
exclusively) by women is simply omitted from the global scene. The neo-realist
picture thus not only (again) projects an understanding and self-conception
which belongs to few of us, but more importantly, in doing so, it leads to a
set of prescriptions regarding how states ought to behave in the international
domain normative prescriptions which all too often lead to an escalation
of the arms race. Thus, unlike even contemporary global justice theorists, I
will argue that the concept of friendship indeed plays a valuable role in the
international realm. First and foremost it plays the indispensable role of guiding
norm -- in the theory, the self-conception as well as the actual practice of
states -- only adapted now to the new and changed (international) terrain. Secondly,
this norm can no longer be labeled "utopian" once we consider further
the transformative potential of the world-wide womens movement into the
power of states.

que la redéfinition des bases de lEtat moderne en termes damitié
civique est déjà une entreprise difficile, elle devient presque
impossible lorsquil sagit de repenser dans ces mêmes termes
le système international. La sphère des relations internationales
continue dêtre conçue dabord dans les termes néo-réalistes
de létat de nature hobbesien. Dans le meilleur des cas, nous nous
trouvons dans un équilibre de la puissance dangereux auquel nous livre
la course à larmement. Cette image dominante se craquèle
aujourdhui depuis la résurgence des thèses néo-kantiennes
et du discours concommittant sur la justice globale. Le papier sattache
plus spécifiquement aux débats entourant les propositions dun
principe de différence global (propositions de Beitz et Pogge, rejetées
par Rawls). Ces nouveaux discours continuent de rejeter le langage de lamitié
dans les affaires internationales. Ils ne sattachent pas plus à
considérer les formes alternatives de travail des femmes (soccuper
des enfants, des pauvres, des personnes âgées, etc.) que lon
peut rattacher à lidée damitié civique. Cest
comme si toutes ces activités féminines mondialisées navaient
aucun droit de cité dans la théorie.
Dans ce papier,
la théorie néo-réaliste est donc rejetée, tout comme
certaines théories néo-kantiennes, au profit dune nouvelle
direction de recherche moins pessimiste. La conception dominante de lEtat
reste en effet trop marquée par lidée quelle se fonde
sur des activités masculines telles que laction militaire ou le
calcul rationnel sur le marché. Les activités liées à
lamitié civique et à la prise en charge de lautre
sont tout simplement occultées de la scène mondiale. Ceci implique
que non seulement la théorie néo-réaliste repose sur une
conception de soi qui ne nous concerne pas tous, mais surtout elle conduit à
un ensemble de prescriptions normatives qui conduisent le plus souvent à
la course à larmement. Ainsi, malgré les préventions
des théoriciens actuels de la justice globale, nous ferons droit à
largument selon lequel lamitié joue un rôle estimable
dans la réalité internationale. Dabord, lamitié
joue le rôle indispensable de norme directrice pour la théorie,
pour la conception et la pratique de lEtat, adaptée aux changements
actuels. Ensuite, cette norme ne peut plus être qualifiée dutopique
aussitôt que lon considère le potentiel de transformation
sociale des activités féminines pour évaluer la puissance
de lEtat.

Des " grands amis " : représentations et politiques de coopération des réseaux perpétuant la mémoire des " pères de lEurope "
Notre
communication se propose une analyse des logiques gouvernant les relations internationales
des groupes dintérêt consacrés à la mémoire
de certains hommes politiques européens.
Nous étudions
plus particulièrement les groupes dintérêt qui se
proposent expressément de perpétuer la mémoire des personnalités
appelées " pères de lEurope ", dont
certains sont créés comme associations damis: lAssociation
Jean Monnet, la Fondation Jean Monnet pour lEurope qui gère les
archives de Monnet à Lausanne, lAssociation des Amis Robert Schuman
de Scy-Chazelles, ses filiales étrangères et la constellation
des structures associatives qui gravitent autour de Scy-Chazelles, la Fondation
Paul-Henri Spaak en Belgique et la Fondation Guy Mollet.
A un autre
niveau se placent les structures qui se situent dans lhéritage
de lun des " pères de lEurope ", qui
ne visent pas directement la construction de la mémoire de celui-ci,
mais de reproduire les valeurs défendues par celui-ci, notamment les
valeurs politiques pour les fondations politiques: telles la Fondation Robert
Schuman Paris, celle fondée par le groupe des parlementaires démocrates
chrétiens au Parlement Européen, et la Fondazione Alcide De Gasperi.
Nous montrerons
que la catégorie de l " amitié " joue
un rôle majeur dans la genèse et le développement de ces
groupes, dans le recrutement des élites faisant partie des organismes
administrateurs : la sociographie de ces réseaux nous découvre
des passeurs, des Français vivant à létranger, qui
sont recrutés souvent à partir des liens d " amitié "
quils auraient entretenus avec tel ou tel " père de lEurope ".
Nous étudions
la structuration de lespace de ces associations sous le prisme de la sociologie
des réseaux transnationaux à partir des relations quelles
entretiennent mutuellement. Nous montrerons comment une logique de bricolage
des alliances instables et toujours réversibles sinterpose concurrençant
un contrôle étatique ou des institutions européennes plus
strict. Les relations internationales entre les associations étudiées
se constituent le plus souvent par des relations interpersonnelles, informelles,
à travers des passeurs multipositionnés qui font partie de plusieurs
conseils dadministration. Linstitutionnalisation de ces collaborations
se fait autour de la construction dun intérêt commun, notamment
sous la forme de transferts des savoirs, entre les associations gérant
des maisons - musées ou celles gérant des archives. Des liens
suivis entretiennent aussi les fondations politiques des chrétiens-démocrates
qui ont comme modèle la Fondation Adenauer.
Ces réseaux
mettent en uvre ainsi une " diplomatie du souvenir "
alternative à laction des Etats nations et des institutions européennes,
sur un terrain délaissé par ces derniers, selon des politiques
conçues à partir des représentations autour de l
" amitié " entre les hommes politiques vénérés
élevée au rang d " amitié " entre
les peuples.
This
paper aims at highlighting the logics governing the relations between interest
groups perpetuating the memory of some European great politicians.
One can distinguish at least two ideal types of organisations consecrated to
the memory of the "European founding Fathers": the interest groups
born as " associations of friends " with the explicit purpose
of constructing the memory of their deceased " great friend ",
such as the Jean Monnet Association, the Jean Monnet Fondation, the Robert Schuman
Association in Scy-Chazelles and its foreign networks, the Paul-Henri Spaak
Foundation in Belgium and the Guy Mollet Foundation.
A different ideal type gathers the political foundations claiming the legacy
of one of the " Fathers of Europe ", aiming to reproduce
the values incarnated by these great Europeans, such as the Robert Schuman Foundation,
created by the French centrists senators in Paris, the Robert Schuman Foundation
in Luxembourg belonging to the Popular Partys Group in the European Parliament,
and the Alcide De Gasperi Foundation, created in Rome by the foreign section
of the Christian Democrat Party.
This paper studies the structure of the space of these associations from the
perspective of the sociology of the international networks. We show how the
logic of instable and reversible alliances is competing against the control
of the States or of the European institutions. The international relations between
these interest groups are established often by informal ways, through the actions
of the personalities belonging to several associations. Institutionalised forms
of cooperation exist nevertheless after mobilising a common interest, such as
the transfer of expertise between the associations managing museums or archives.
Within the second ideal type of organisation, the political foundations entertain
lasting bonds by reproducing symbolically the friendship of Schuman, Adenauer
and De Gasperi.

Linsociable sociabilité : les relations canado-étatsuniennes de Diefenbaker à Harper (1957-2006)
Un
bref survol historique souligne combien les relations entre le Canada et les
Etats-Unis ont fluctué. Depuis la fin de la Seconde Guerre mondiale,
plusieurs des dirigeants politiques des deux pays ont eu des relations personnelles
difficiles et des différends sur certains enjeux tout récemment
Jean-Chrétien et Georges W. Bush, en raison du refus canadien de soutenir
la politique américaine en Irak, ou encore, plus loin de nous, John F.
Kennedy et John Diefenbaker à propos du déploiement darmes
nucléaires sur le territoire canadien. A contrario, à certaines
occasions, comme lors de la 1ère guerre du golfe en 1991,
les relations entre les dirigeants politiques des deux pays ont été
plus que chaleureuses. Comment expliquer que, malgré ces fluctuations
entre les relations personnelles des dirigeants et des différends sur
des enjeux de premier plan, se maintiennent néanmoins des relations amicales
entre les deux États ?
Selon Roussel
(2007), cest lordre libéral commun aux deux États
qui autorise labsence de sanctions des États-Unis à légard
du Canada. Le Canada et les Etats-Unis ne peuvent en effet, être assimilés
aux "dyades" dépeintes par la théorie réaliste
lesquelles mettent en présence une grande et une petite puissance du
système international. Dans ces cas, les relations entre les deux États
sont marquées par un rapport inégalitaire (la menace, lusage
de la force ou limposition de la coopération. Or, malgré
un différentiel de puissance de plus en plus important, notamment après
1945, les relations entre les deux voisins nord-américains demeurent
relativement égalitaires. Les analyses structuro-réalistes se
trouvent donc ici mises en échec (Waltz, 1979). Cest plutôt
du côté de la théorie de la "paix démocratique"
(Doyle, 1986 ; Russett, 1993 ; Owen, 1994 ; Ray, 1998) quil convient de
rechercher des explications à cette situation atypique au sein des relations
internationales. La vision constructiviste (Risse-Kappen, 1995 ; Wendt, 1999),
permet de justifier, à la fois, labsence dutilisation de
la contrainte ou de la menace et cette coopération relativement égalitaire
qui caractérise les relations entre les deux États. Roussel (2004)
a clairement mis au jour, la pertinence de ces deux éléments théoriques
pour appréhender le cas nord-américain. Cependant, celui-ci se
concentre uniquement sur la période 1867-1958 (soit de la naissance du
Canada à la mise en place du NORAD).
Cette communication
poursuit donc deux objectifs :
1) Tout dabord,
elle souhaite élargir la théorie de la "paix démocratique"
à la période contemporaine, à savoir de la mise en place
du NORAD (1958) jusquà la question irakienne (2003). Cet élargissement
empirique renforcera la validité de lhypothèse de la "paix
démocratique" dans le cas des relations Canado-américaines.
2) Ensuite,
cette réflexion a pour ambition de confronter les discours des dirigeants
politiques et les valeurs des sociétés canadiennes et américaines
aux relations effectives des deux États. À cet égard, nous
formulons lhypothèse selon laquelle " cette insociable
sociabilité " des relations canado-étatsuniennes a pour
origine la reconnaissance dune appartenance commune aux régimes
démocratiques et linstauration de mécanismes institutionnels
de régulation des différends.
History
underlines how the relationships between Canada and US have fluctuated. Since
the end of World War II, many leaders have had difficult personal relationships
and havent shared the same political vision - For example, J-C Chrétien
and G.W. Bush about Iraq or J.F Kennedy and J. Diefenbaker about the nuclear
politics. A contrario, in the first Gulf war (1991), the relationships between
Canadian and American leaders were marked by a better complicity. How can we
explain the maintenance of good relations between Canada and US beyond the precedent
fluctuations?
The theory inspired by the structuro-realism is less relevant in this case.
Canada and the U.S. cannot be considered as a dyad that, according to the theory,
reunites a stronger and a less powerful state in an unequal rapport. Indeed,
in spite of a differential of power that increases since 1945, the relationships
between both states remain relatively equal. So in this reflection, we privilege
another perspective which, like Roussels, insists on the thesis of democratic
peace between Nations. Roussel has showed how the constructivist model could
justify the originality of the North American case: the absence of coercion
and the relatively equalitarian cooperation between both States. However, Roussels
studies are only concentrated on the 1867-1958 period (from the birth of the
Canadian State to the instauration of NORAD).
In this paper we pursue two main goals:
1) To enlarge Roussels perspective about democratic peace in the contemporary
period (from Norad, 1958 to the Iraq issue, 2003). This empirical enlargement
allows increasing of the validity of precedent thesis.
2) This reflection also has for ambition to challenge the leaders discourses
and the societys values to the effective actions of both states in their
relationships. We pose the hypothesis that this "unsocial sociability"
in the heart of canadian-united states relations, lies in the recognition of
the democratic nature of the other's regime and in the instauration of institutional
mechanisms and techniques.

Au
plan des relations internationales, lamitié peut se révéler
ambiguë. Les États, selon les contextes et les époques, peuvent
encourager ou redouter les manifestations damitiés entre individus
et communautés à travers les frontières. Ils peuvent aussi
à leur profit entretenir des réseaux damitiés sûres
au cur des sociétés des autres États. Sous le masque
de lami se dessine alors la figure de lennemi intérieur.
Notre communication
visera à montrer que lémergence ou leffacement de
cette figure ambiguë de lami/ennemi dans lespace et dans le
temps est un révélateur, parmi dautres, des transformations
des relations internationales contemporaines et des conceptions théoriques
visant à éclaircir le rôle que lÉtat peut prétendre
y jouer, en délimitant la distinction entre soi et lautre.
Dans une
perspective historique, on montrera à travers différents exemples,
comment lami/ennemi est une figure de la guerre froide, qui va progressivement
sestomper avec laffirmation, dans la vie diplomatique, de nouveaux
acteurs transnationaux, quils soient territoriaux, idéologiques,
culturels ou économiques (pour reprendre la classification de Christopher
Hill) avec lesquels les États doivent aujourdhui compter, avant
de faire sa réapparition dans un nouveau contexte, après le 11
septembre, celui de limportance accordée aux questions de sécurité
au plan international.
Friendship
may be ambiguous when one analyses international relations. States, through
contexts and periods, may encourage or fear transnational expressions of friendship
between individuals or communities. Pursuing their own interest, they may also
maintain secure friendship bonds in foreign societies. Under the mask of the
Friend may thus appear the figure of the internal enemy. This paper aims at
showing that the apparition or the disparition of such an ambiguous figure of
the Friend/enemy in the public sphere reveals the transformations of contemporary
international relations.
Through an historical
perspective, case studies will show how this typical Cold War figure tended
to disappear as new transnational actors (territorial, ideological, cultural,
or economic, according to Christopher Hills typology) emerged. Then, in
the new post 9/11 context, it tends to reappear through the stereotypical figures
linked to new questions of security.

The language of Friendship in international treaties
While
the concept of friendship has been largely invisible within Western political
debate, in the international political domain, friendship and the
language of friends has been prominent in treaties and alliances between nations.
Database searches on the topic of politics and friendship locate
predominantly references concerning relationships between states. However, it
has been war and enmity rather than friendship which has dominated analysis
in international relations literature.
This paper explores a variety of friendship treaties between a variety of nations,
such as the Anglo-Japanese Friendship Treaty (1954), the Treaty of Friendship
between the United States of America and the Republic of Kiribati (1979), Treaty
of Good-Neighborliness and Friendly Cooperation between the Peoples Republic
of China and the Russian Federation (2001). We will discuss the use of concepts
and terminology related to friendship. In addition, we will look at the nomenclature
associated with international alliances and in particular, we will compare the
language used in friendship treaties with treaties named as "Peace Treaties",
to examine their similarities and differences.
It will be argued that there is a tension between the old style Nehruvian concept
of the normative benefits of international cultural relations which was based
on the idea that good relationships (friendships) are good for mankind and for
peace and understanding, and the focus on national cultural interests within
a commercial and economic paradigm. We will conclude by discussing whether the
new UNESCO instrument of cultural diversity contains within it recognizable
elements of friendship.

que le concept damitié a été largement absente du
débat politique occidental, lamitié et lusage du terme
amis dans le langage courant des relations internationales sest particulièrement
exprimé au travers de traités et dalliances entre nations.
Les bases de données sur le thème amitié et politique
manifestent une forte polarité du thème sur les relations entre
Etats. Pourtant, la guerre et le conflit ont dominé le débat académique
sur les relations internationales.
Ce papier
explore une variété de traités entre différentes
nations, comme, par exemple, le Traité anglo-japonais de 1954, le traité
damitié entre les Etats-Unis dAmérique et la République
de Kiribati de 1979, le traité de bon voisinage entre la Russie et le
Chine de 2001. Nous discuterons lusage des concepts et la terminologie
liée à lamitié. Par ailleurs, nous comparerons le
langage employé dans les traités damitié avec celui
des traités de paix, afin dexaminer les similarités et les
différences.
Nous ferons
valoir quil existe une tension entre lancien style de concept nehruvien
des bénéfices moraux des relations culturelles internationales,
qui était basé sur lidée que les bonnes relations
étaient bonnes pour lhumanité et la paix, et le paradigme
économique et commercial des intérêts nationaux. Nous conclurons
en discutant la question de savoir si la nouvelle instrumentation pour la diversité
culturelle développée par lUNESCO contient ou non des références
explicites à lamitié internationale.

Hindi Chini Bhai Bhai: Sino-Indian Relations and the International Politics of Friendship
The
slogan Hindi Chini Bhai Bhai (India and China are brothers)
captures the official rhetoric of Sino-Indian relations in 1950s. Downturn in
the international relations between the worlds two most populous countries
for the next four decades was imagined in India and China in terms of betrayal,
arrogance, and stab in the back. Over the last decade,
the rhetoric of Hindi Chini bhai bhai has resurfaced, though with
a strong dose of scepticism. 2006 was declared China-India Friendship
Year. Sino-Indian international relations will be analysed through an
engagement with Western philosophical writings on friendship (especially Aristotles
philia and Derridas Politics of Friendship) and this empirical case in
turn will be used to reflect upon the tensions within the concept of friendship
(especially, the tension between the fraternal which privileges
emotional bonding and the friendly which has self-interest at its
core).
The focus will be on the appropriation of the concept of friendship for understanding
international politics. Can Aristotles O my friends, there is no
friend be read cynically as hospitable to the Realist doctrine of self-interest?
Can we reframe the Inside-Outside (National-International) divide as that between
the fraternal and the friendly? Fraternity is a virtue for individual
nationstatist societies but Friendly is the dominant expression in the vocabulary
of international political relations. However, the example of Sino-India relations
shows that specific political and linguistic contexts blur the boundary between
the fraternal and the friendly.
Le slogan Hindi Chini Bhai Bhai (Inde et Chine sont frères) donne à lui seul une idée de la rhétorique officielle des relations sino-indiennes dans les années cinquante. Au cours de la dernière décennie, ce slogan a refait surface, malgré une certaine dose de scepticisme, après quatre décennies de relations tendues entre les deux pays les plus peuplés du monde. 2006 a ainsi été déclarée officiellement année de lamitié sino-indienne. Les relations sino-indiennes seront analysées à partir dun cadre danalyse de lamitié emprunté à Aristote et Derrida, et létude de cas empirique sappliquera à faire ressortir les tensions entre le fraternel (fraternal), qui privilégie lémotion, et lamical (friendly), qui a pour noyau lintérêt personnel. La question sera de savoir si lamitié est un concept approprié à létude de la politique internationale. Est-ce que la célèbre formule O mes amis, il ny a pas dami peut être lue cyniquement comme compatible avec la doctrine réaliste ? Peut-on redéfinir la distinction interne-externe comme distinction entre le fraternal et le friendly ? Lexemple des relations sino-indiennes montre que certains contextes politiques et linguistiques brouillent la frontières entre ces deux types de relations.
