Editorial |
Ceci est le premier numéro d'i-SEE !, la lettre dinformation de la Section détudes européennes de lAFSP. Les politistes les plus impliqués à linternational prononceront " I see ! " ; ceux qui sortent parfois de France, " Ici ! " ; les zélateurs de la francophonie " Isée ! " (cest, paraît-il, un prénom). Cette lettre est destinée à recueillir des données relatives à limplication des politistes dans létude de lintégration européenne et de lUnion européenne.
i-SEE ! paraîtra cinq fois par an, aux alentours du 15 des mois de février, avril, juin, septembre et novembre. Vous pouvez recevoir la lettre en vous inscrivant auprès de l'AFSP en tant que membre AFSP/SEE [afsp@sciences-po.fr] ou en consultant le site de lAFSP [www.afsp.msh-paris.fr]. Une partie des informations de la lettre sera reprise dans la rubrique "Agenda" de la revue Politique européenne, qui paraît en février, juin et novembre [www.portedeurope.org/pole/index.html].
Nhésitez pas à diffuser la lettre ou à limprimer pour la mettre à la disposition du plus grand nombre. Pensez également à faire remonter toutes les informations susceptibles dy figurer [i.janin@sciencespobordeaux.fr]. Dans le prolongement des contacts noués à loccasion du " Congrès des 4 pays " (Lausanne, novembre 2005), nous accueillerons avec plaisir les informations venant de nos collègues francophones des associations belge (Communauté française), québécoise et suisse de science politique. A terme, il serait utile quau sein de chaque centre de recherche actif dans le domaine des études européennes un " correspondant " se charge de transmettre les données relatives aux activités de ses membres. La rubrique " compte-rendus de manifestations scientifiques " est ouverte à toutes les bonnes volontés. Ces textes, denviron 5.000 signes, ne doivent pas être de simples résumés des interventions et discussions, mais des synthèses subjectives inscrivant les manifestations scientifiques dans une réflexion plus large sur la thématique en question, faisant référence à des courants de la littérature ou à des débats tenus par ailleurs. Lidéal serait que les organisateurs francophones de manifestations scientifiques relatives aux études européennes confient systématiquement cette tâche à lun des participants. De la même façon, les chercheurs et doctorants français qui se rendent à des conférences organisées à létranger peuvent en proposer des comptes-rendus.

Il sagit dune semaine de recherche pluridisciplinaire destinée aux doctorants travaillant sur le thème de la gouvernance de lUnion européenne en matière de Justice et Affaires intérieures. Seront les bienvenus tous les sujets de thèse ayant une relation avec " LEspace de Liberté, de Sécurité et de Justice ", mais particulièrement ceux traitant des questions de laction de lUnion dans le cadre de la sécurité intérieure. L'Ecole d'été se présente comme un lieu d'échanges entre jeunes chercheurs européens et de rencontre avec des spécialistes de la question (chercheurs et acteurs de terrain) qui encadreront les travaux. Les doctorants seront invités à présenter leur projet de thèse (en français ou en anglais) et prendront connaissance des travaux en cours dans des domaines connexes. Frais de transport et de logement à la charge du projet SECURINT. Les propositions de contribution devront prendre la forme dun résumé de 2 à 4 pages.

Résumé : Le droit de lUnion européenne est devenu la principale source des normes de protection de lenvironnement dans les Etats membres. Cette évolution reflète limportance des institutions internationales, devenues un lieu de lautorité où négocient et saffrontent des acteurs de statuts divers. Nous avons replacé les dynamiques de lactivisme des groupes environnementaux parmi ces interactions, en centrant lanalyse sur les groupes citoyens français. Lobjectif de cette recherche est de cerner en quoi le contexte est constitutif des stratégies de ces groupes ainsi que les conditions dans lesquelles ils parviennent à faire de lUnion européenne une ressource politique supplémentaire pour poursuivre leurs fins.

Ce colloque, organisé par François Forêt (Facultés universitaires catholiques de Mons) et la Section dEtudes européennes de lAFSP, a permis de réfléchir à une double interrogation : " Quest-ce que la religion fait à lEurope, et quest-ce que lEurope fait à la religion ? ", la religion savérant être une entrée riche de perspectives pour une réflexion sur un éventuel espace public européen. Ce compte-rendu nest quune invitation à découvrir les textes du colloque en ligne sur le site de lAFSP.
Les contributions de Jean-Paul Willaime et Claude Dargent lors de la première matinée ont permis une mise en perspective sociologique, autour des " Croyances en mutation ". Jean-Paul Willaime a exposé les points principaux des reconfigurations ultramodernes du religieux en Europe, à savoir les évolutions des attitudes socio-religieuses des européens remettant en cause la frontiérisation convictionnelle et politique du religieux, les évolutions du rapport religion/Etat/société avec la mise en place dune laïcité de reconnaissance, la religion devenue ressource symbolique dans une ultramodernité entendue comme modernité sécularisée, ainsi que des réflexions sur le traitement scolaire des faits religieux dans les écoles publiques en Europe. Claude Dargent a proposé, de son côté, un traitement statistique du lien entre les divergences nationales des attitudes morales et la pratique religieuse dans trente pays. Distinguant trois axes dans lunivers normatif des Européens (libéralisme des murs, tolérance à légotisme social, tolérance à la fraude économique), la variable la plus explicative pour rendre compte des divergences se révèle être en premier lieu la variable nationale, puis la pratique religieuse, les effets liés à lappartenance religieuse étant surtout explicatifs dun libéralisme des murs. Comme lont souligné Yves Déloye (discutant de la séance) et les deux intervenants, tandis que la religion était une force conservatrice et de stabilité, elle est aujourdhui elle-même marquée par une fluidité, une capacité dadaptation. Ces transformations prouvent ainsi toute la pertinence dune mise en parallèle de ces évolutions avec les éventuelles transformations du champ politique, même si lanalogie entre frontières du religieux et du politique nest pas sans soulever de vastes interrogations en termes de méthode. Les éventuels effets dune européanisation nexcluent pas que le mode darticulation du politique et du religieux devienne aujourdhui comme la souligné Jean-Paul Willaime un facteur daffirmation nationale.
La seconde session était intitulée " religion, nation, identités : dynamiques comparées ". La contribution conjointe dYves Palau et Pierre Vercauteren portait sur les crises de légitimité et les tendances contradictoires dans les modes dinsertion des religions au sein de lespace public, et sappuyait sur létude des cas belge et français. Les transformations du discours religieux dans et sur lespace public, épousant aujourdhui, par son contenu éthique, les nouvelles frontières du politique, mettent en lumière, à côté des transformations des modes dinsertion elles-mêmes, un partage de nouvelles questions communes entre institutions religieuses et politiques induisant un rapport dassociation/rivalité. Pierre Vercauteren a, pour sa part, replacé cette inscription dans lhistoire longue de la Belgique qui ne connaît pas de tradition de rupture Eglise/Etat. Frédéric Moens a exposé les résultats dune vaste enquête locale dans sa contribution relative aux conséquences des mutations du croire sur les identités individuelles et collectives. A travers le prisme des lieux de culte, est ainsi prise en charge la question du paradoxe de la permanence de la présence physique des religions dans lespace public malgré la dilution institutionnelle, à Charleroi, une des villes de Belgique connaissant la plus forte sécularisation. Les différences fondamentales entre la Belgique et la France ont ainsi été au cur du débat : quels peuvent être les effets de convergence ou deuropéanisation entre un Etat belge pluraliste, qui a institutionnalisé les diverses offres de sens, et une configuration française faisant de laffirmation de la laïcité un dépassement des différences ? Y a-t-il aujourdhui un mode de reconnaissance des religions en France en affinité avec le modèle belge ? Sinziana Andreaa Carstocea, à travers létude de la position de lEglise orthodoxe roumaine face à la dépénalisation de lhomosexualité, a questionné les attitudes de lEglise dans un contexte deuropéanisation du pays, posant peut-être la question dune réactivation de la symphonie des pouvoirs. Enfin, la journée sest achevée sur la présentation de Xabier Itçaina relative aux rapports entre catholicisme, espace public et démocratie en Espagne et en Italie. Il a proposé dans une perspective comparative une cartographie des sites du débat public pour interroger linfluence du religieux dans les pratiques de médiation comme dans celles de socialisation politique, définissant trois types denjeux (sectoriels, territoriaux, et normatifs) auxquels lEglise est aujourdhui sommée de réagir.
Le vendredi matin, cest la question dune nouvelle articulation du politique et du religieux entre Islam et Europe qui a été abordée. La communication de Corinne Torrekens relative à lidentité musulmane européenne a permis de revenir sur la question des enjeux de définition de la notion despace public, insistant sur la prise en charge symbolique et matérielle de lespace public par les acteurs religieux. Françoise Lorcerie et Katrine Romhild-Benkaaba, dans leur communication " Politisation de lIslam et légitimation des ordres politiques nationaux et européen " sont parties de la notion de panique morale pour comprendre les représentations afférentes à lislam en France et au Danemark, soulignant le poids des variables nationales. LIslam a aussi été appréhendé par Emmanuelle Bribosia et Isabelle Rorive du point de vue des enjeux juridiques quil pose à la Cour européenne des droits de lHomme. Depuis 1993, celle-ci se retrouve confrontée à la question des signes religieux. Lanalyse de son raisonnement et de ses décisions prouve une contextualisation extrême qui ne peut donc fournir de principe directeur. La Cour sen remet ainsi aux marges dappréciation des Etats selon les spécificités nationales. Laprès-midi, Sara Silvestri a abordé lIslam du point de vue des stratégies et priorités des acteurs religieux.
LEurope chrétienne et Bruxelles a été le dernier axe du colloque. Virginie Riva est revenue sur les dynamiques et les acteurs du débat français concernant la référence aux racines chrétiennes de lEurope dans le cadre du processus constitutionnel européen, en montrant les usages contrastés du religieux en politique. Pascal Delwit a brossé un tableau du déclin des partis démocrates-chrétiens à laide dindicateurs tels que les performances électorales, les performances politiques et des aspects organisationnels. A terme, la perspective est celle dune convergence entre démocratie chrétienne et conservatisme, ce qui peut même poser la question de la fin de la démocratie chrétienne si la radicalisation est forte comme en Europe centrale et orientale. Enfin, la contribution conjointe de François Forêt et de Philip Schlesinger a permis dinterroger le religieux dans le processus de légitimation européenne dun point de vue supranational. Envisagée du point de vue de linscription dans une sphère publique européenne sectorielle, la religion peut dune part fournir des acteurs à une éventuelle société civile ; envisagée dans une perspective globale, apporter identité et valeur ; mais leuropéanisation relative des Eglises ainsi que la normativité dont sont porteuses les religions laissent penser que celles-ci ne peuvent être des déterminants directs pour le développement dune démocratie participative européenne.
Lembarras de lUnion européenne avec les diverses allégeances normatives a ainsi été au cur de la conclusion de laprès-midi par Paul Magnette, car, tandis que la religion était au départ une ressource, aucun grand compromis comme celui de la démocratie chrétienne ne se dégage aujourdhui au niveau national. La question des valeurs structurerait-elle aujourdhui un nouveau clivage au niveau européen ? Dans quelle mesure cette question est-elle indépendante des relations aux autres questions posées par le processus dintégration européenne ?
